Abstract |

| Since the emergence of the social change formed by globalization and technological revolution in mass media and means of information and communication, which has the most direct and serious impact on various aspects of life, such as the social, economic, cultural and scientific aspects of life, especially the latter aspects which witnessed a profound transformation of the pattern of the dissemination of knowledge via various communication networks; so the paper library has been replaced by electronic library (e-library), especially after the provision of appropriate automated equipment, pursuant to the growing demand for the automated equipment by individuals, at the lowest cost, at the minimum period, at the minimum duration, in comparison with the large spaces and high costs required by paper libraries for works of printing and publication; However, in spite of the easiness and convenient costs of the electronic publication, it has rules and regulations subscribed to protect the rights of publishers in all electronic gates and websites; either the publication includes scientific, or cultural, or economic periodicals; or it includes electronic books (e-books) in in various fields or languages.
In this scientific study, we seek to handle the most important rules of the electronic scientific publication, focusing on the electronic book (e-book) as a sample, in accordance with most policies of Arabic scientific publication.
